avcodec: Add V4L2 Request API vp8 hwaccel

Add a V4L2 Request API hwaccel for VP8.

Support for VP8 is enabled when Linux kernel headers declare the
control id V4L2_CID_STATELESS_VP8_FRAME, added in v5.13.
