avcodec: Add V4L2 Request API hevc hwaccel
Add a V4L2 Request API hwaccel for HEVC, supporting both slice and frame decoding modes. Support for HEVC is enabled when Linux kernel headers declare the control id V4L2_CID_STATELESS_HEVC_SPS, added in v6.0.
