Rather than use `clang-format` from $PATH (which changes between devs),
use `cros format` which has a pinned version for all people.
Add *.cpp to the include list as not all C++ files use *.cc.
Then run format on the files to fix latent issues.

The switch from HIDL to AIDL does not introduce any new interface
methods.
This reverts commit 95b765d807.
Reland notes:
- Avoids using `minigbm_cros_gralloc_library_defaults`
for new `libminigbm_gralloc4_utils` to avoid having two libraries
compiling cros_gralloc_driver.cc.
- Makes `libminigbm_gralloc4_utils` a shared library.
