Remove HW_VIDEO_ENCODER usage of YVU420

Browse source 
minigbm has allowed HW_VIDEO_ENCODER usage to YVU420 so that
chrome can allocate YVU420 with HW_VIDEO_ENCODER. But this
format is no longer allocated by chrome with the usage. Let's
delete the code.
