Bill Yi a4e105e174 drm_hwcomposer: License NOTICE file and metadata from AOSP ...

This is a forward ported patch from the AOSP/master
branch which adds the Apache2 license notice and
a empty MODULE_LICENCE_APACHE2 file.

I'm submitting these to try to align aosp/master
with upstream fdo/master
